This PR adds a standalone test script test_tex_diagnostics.py to validate the LaTeX environment setup, provided that osdag-latex-env is present in src/osdag/data/ResourceFiles.
The script itself is located in src/osdag/data.
Key features:
-Checks for the presence of LaTeX binaries like pdflatex and latexmk.
-Verifies that required .sty packages are correctly installed and accessible.
-Generates a final summary report indicating which tests pass or fail. The report is created in the directory from which the script is run.
-The final report also includes details such as the date & time, computer name, and currently logged-in user.
No other files are affected by this PR.
