Move list toolbar into filters and add print action

Summary

• move the list toolbar (search/custom columns/density) out of table headers into the filter form and add a print button alongside
• add shared filter action partials and apply them across dynamic list filter templates, including settings
• update density toggle logic to locate the list table from the filter area and register a shared print handler
