Add canonicalization pass after minimal partitioner.
Run a canonicalization pass on the module after the minimal partitioner has completed. The minimal partitioner may insert reduction-related operations (all-reduce, replicated-to-unreduced, sharded-to-unreduced) due to unreduced axes.
