Add e2e-aws-operator-serial-ote test for cluster-config-operator

Replace the e2e-tests-extension job with a new e2e-aws-operator-serial-ote test that runs operator-focused serial tests on AWS using the ipi-aws workflow.
The new test uses the openshift-e2e-test step with TEST_SUITE set to openshift/cluster-config-operator/operator/serial and is marked as optional.
