ART-14031: Point to art-build-history for Konflux image builds

When asked queries like "Which build of <payload image> is in <release>", ART bot is unable to finish successfully because it tries to construct the image build URL, assuming the image was built in Brew.

With this PR, ART bot will return art-build-history URL if the image build is not found in Brew (such as openshift-enterprise-cli-container-v4.21.0-202510240824.p2.g18719cc.assembly.stream.el9).
