Add Chords support code in get_input_files

To support Celery chords the get_input_files() method needs to be changed.

Note: This is a breaking change in the server which means all workers needs to be rebuild using the updated openrelik-worker-common library to work with the updated server chord code!

Next steps:

• release new version of library
• release new versions of all workers
