Added logic to conditionally link to URLs defined in hugo.yaml section2 in layouts/partials/section2.html
Added links for the new ELValidated landing page and Mothership in section2 of hugo.yaml
Added css.html to ensure the proper CSS files are in use to fix the missing social media icons in the footer while also making icon names be specified in full in hugo.yaml to eliminate confusion
