Implements decision strategies for seeding and fogging deployments, including periodic and reactive strategies.

  • Adds the ability to specify target locations for seeding and fogging interventions.
  • Introduces PeriodicStrategy and ReactiveStrategy for time-based and condition-based deployments.
  • Modifies the decision-making process to consider these strategies when selecting locations for intervention.
  • Balances sampling across counterfactual, unguided, and guided scenarios.
  • Change from linear normalization to dirichlet-based approach to define decision weights so that the relative magnitude of differences for MCDA weights are preserved

Add balanced sampling method

Samples equal number of counterfactual, guided and unguided scenarios and combines them.

This is different from using `sample()` directly, as the number of sub-samples for each scenario type may affect the total number of representative conditions.

`sample_balanced` ensures each scenario type has exactly `n` samples while respecting the configured domain.
