Upgrade "time" package to "0.3.36"

Problem:
During the build with cargo build --release, this issue shows up:

This is a known issue described here — time-rs/time#681

Suggested solution

As suggested here, I added time = "0.3.36" to the Cargo.toml and my build succeeded.
