<issue_description>Update the description of sequential Monte Carlo in README so that it links to to the more efficient implementation of SMC in the BayesMallowsSMC2 package which is now on CRAN. The usage example can still be there, as BayesMallows still implements the method of Stein (2023) but the BayesMallowsSMC2 package implements a much more reliable and efficient algorithm.</issue_description>
