Fix Dependency Issues Causing Test Failures

This submission updates the PyYAML and typing_extensions dependencies to resolve build and test failures that were occurring in the project. The PyYAML update addresses a build error related to Cython, and the typing_extensions update resolves a TypeError that was occurring when running tests with Python 3.12.
