Updates for Spring 2026 semester

Made the following changes for the Spring 2026 semester:

• Updated the nyu-devops-base image to sp26 which uses Python 3.12
• Updated GitHub Actions to use Python 3.12 and Codecov 5
• Updated main Dockerfile to use Python 3.12
• Upgraded all of the Python packages to the latest levels to avoid vulnerabilities
• Added "moby":false parameter to dev container docker extension to work with Debian Trixie
