dev c camera trigger is working, can be used to do hardware triggering for tiscamera

Change pin configuration and enable camera_trigger driver. Moreover, referring to Huimin, need to add something in rcS

Test data / coverage
It shows ~3.4V pulse in the oscilloscope. Flash it into the dev board type C and Pin C1 on the board will output this triggering signal properly and it worked fine within trigger mode in tcam-capture
