Tag the images based on the VERSION file if the file was changed, or as latest if the referenced branch is the main branch. Otherwise just use the commit's hash. Signed-off-by: Charalampos Mainas <charalampos.mainas@gmail.com>

As part of this PR, we add a github workflow to automate the container image building process.
To facilitate automation, some minor changes to the Makefile and Dockerfile are introduced.
Pending testing on merge and on staging branch CI kick, as it is a bit tricky to do that without merging the workflows to main.
