Move
LATTE/_config.txtto<user_home>/.LATTE/_config.txt, so thatLATTE-dev, developers won't have their settings lost, overridden the the committed_config.txtAddressed part of #21
Currently, it does not support migration from the old
LATTE/_config.txtto<user_home>/.LATTE/_config.txt. It can be added if so desired.
