On multi-target projects,
ros2cswill unnecessarily generate multiple times (once per TFM). While it does generate quickly, it's still an excessive use of resources. This will only generate once.Also, building inside Visual Studio seems to gather
ros2cseven on theCleantarget, it is an invalid behavior. This fixes it.
