docs: Updates N1 Changelog Regarding API Field Conf_Path

Proposed changes

This commit updates the NGINX One Console changelog to reflect the API behavior change that makes the field conf_path go from being required to now being optional.

Thanks @mjang I will! The feature got pushed through but it didn't make it's way up the production pipeline yet, I don't think it will until Monday now.
