Created PR for visibility in code review, do not merge. We'll use the branch or tag to link against using Swift Package Manager (SPM).
There are changes to allow SPM to build (proj_config.h) that are auto-generated files from the CMake build system. We just need a way to build in SPM.
The SPM changes are as minimal as possible to avoid modifying unnecessary files or structures. This currently builds with projections-ios. ngageoint/projections-ios#13
