[SCHED-754] Remove duplicate ib-gpu-perf.yaml from helm templates

Problem

ib-gpu-perf active check is rendered twice: from ib-gpu-perf.yaml and active-check.yaml.
ib-gpu-perf.yaml as restored by mistake after a merge from the release branch.

Solution

Remove ib-gpu-perf.yaml.
