This version requires C++17 so we need to bump our minimum version of macOS to 10.14 as 10.13's C++17 support isn't compatible.

Now we're dropping support for macOS 10.13, we can use the latest version of Abseil again.
Specifically note the need for a C++17 compiler and the minimum supported versions of macOS and Windows.
