Summary

add explicit HTTP/URL error handling for Portainer auth and deploy calls in the workflow
normalize the configured Portainer base URL before constructing API paths
switch to the glibc-based Temurin JDK 8 image with CA certificates to avoid TLS handshake failures

Testing

not run (workflow/image change only)
