Makes sure that lastRequestTime is always set, including for newly added websites.

Looks like this issue https://benlimmer.com/2019/01/14/travis-ci-xvfb/ to me, but I don't know how to solve it. |

Currently lastRequestTime is not set for newly added websites, meaning that some items in the database do not have a lastRequestTime field.
