Vulcan FE: Improved state management

This PR adds the front-end half of the #1447 improvements to Vulcan State Understanding.

Improvements:

• Adds understanding of what workspace files are 'completed' versus stale ('planned' or 'unscheduled'), and hiding of inputUIs and outputUIs that rely on them.
• On page load, Progress display is now relevant to current parameterization instead of to a possibly disconnected last 'Run' outcome.
• Improves understanding of steps that have been previously 'completed'
