WIP: Discord notifications

I implemented a discord bot to report rare sightings.
Originally based on this.
Its reporting a pokemon's name, number location and time until despawn, as well as an icon for easier recognition.

TODO:

• I will some functions based on the report data, like where to look for an specific pokemon.
• It needs python 3.4.1+ to work unfortunately I don't know how to keep compatibility with python 2.7 in the requirements.txt, however it does run individually, so pip install is the only thing that breaks
• Message translations are needed
• Readme needs an update
• The watchlists persistence is implement using a simple json file, this needs some value checks and maybe it should be saved in the db

@DavidSelem great, maybe wait until i have added the additional commands. But you can start by adding spanish translation to the main project, since that does not have spanish translation as well.
