This should fix #143.
The PR does 2 things that I think were missed on the prior upgrade to support Radicale v3. It replaces '=' with ':', and accounts for lower case permissions r, and w, in v2 being equivalent to Rr, and Ww in v3.
From the v3 Upgrade Notes:
Lastly, it bumps the version number of Radicale in the documentation.
This has so far fixed rights issues I have run into, though it is not received heavy production usage by any means.
