Before this, it would look for a `PubKeyHash` datum, rather than a `GovernanceDatum`.
A correct findGovernance currently breaks the tests.

It doesn't have any tests, not to mention that I found out the existing tests are also not useful. Specifically, I noticed
findGovernancewas broken, and would always returnpure Nothingbecause it tried to decode the datum as aPubKeyHash. I fixed this, but then the tests started failing, anddepositseems to always have been broken in the case where it finds previous governance tokens.
