This replaces rspivak/slimit with the Python-3-only fork, tetframework/slimit3k.
Please note that uv uses a new lockfile format now. The hashes don't seem to be changed, but it adds an "upload-time" attribute to each URL. I put it on a separate commit in case you want to re-calculate the lockfile yourself.
Closes #564.
