feat: support tapis authentication and update component versions

Changes

This PR includes several important updates to the MINT Helm chart:

Authentication Updates

• Switched to Tapis authentication system with new configuration parameters
• Added new auth-related configuration fields:
  • auth.provider: Set to "tapis" by default
  • auth.server: Points to "https://portals.tapis.io"
  • Added specific OAuth2 endpoints for authorization, token, discovery, and logout

Component Updates

1. Ensemble Manager

   • Updated image tag to 739acdcd... from 3e1f40...
   • Added new auth configuration including RS256 algorithm and public key

2. UI

   • Updated image tag to 859e83b... from 858ce05...

3. Hasura Auth Webhook

   • Updated webhook image tag from latest to 1.0.0 for better version stability

Version Updates

• Bumped chart version from 3.4.6-pre6 to 3.4.6-pre7
• Updated version references in README.md

This PR primarily focuses on authentication improvements and component version updates. The switch to Tapis authentication represents a significant change in how authentication is handled in the system.
