Add formatTime util and test

Support for "Xm ago", "Xh ago", "Xd ago" format for recent times
Use MM-DD format for dates 7+ days ago (same year)
Use MM-DD-YYYY format for dates from different years
Accept Date objects, ISO strings, and timestamps as input
