Added support for configuring ARP Proxy on subinterfaces.
-Updated vlan.py to handle VLAN setup .
-Extended jobs.py with new job handlers for ARP proxy and subinterfaces.
-Modified network.py to integrate ARP Proxy setup with network start/stop.
-Add empty JSON validation in extract_important_fields to prevent JSONDecodeError in test_miminet_back.py
