Add is_model_upgradeable and upgrade_model and update existing APIs to support model versioning.

Models can now be referenced using:

  • alias: qwen2.5-0.5b
  • name without version: qwen2.5-0.5b-instruct-cuda-gpu
  • name with version: qwen2.5-0.5b-instruct-cuda-gpu:3
