<WIP> Explode win32con and regenerate submodules

Explode/split up win32con into smaller submodules and regenerate said submodules.

Many improvements to h2py to cover a lot more grounds automatically.
Added comments for manual steps taken in each module so it can be repeated.

This makes win32con a lot more maintainable, since it's no longer a mess of mixed automated and manual changes. Manual changes and additions are clearly split from the autogenerated ones. So now submodules can simply be updated by re-running h2py and copying the result over (then doing the very few and simple manual cleanup steps when needed)
