This PR integrates changes from metaschema-java 2.4.0-SNAPSHOT to ensure API alignment. This newer version of metaschema-java changed the function declaration API slightly based on type system improvements. It also changed the implementation around qualified-names.

This PR also includes some minor code refactoring.
