feat: Add Auto-scroll Option to Serial Monitor

This PR addresses issue #234 by adding a toggle button to the Serial Monitor that controls the auto-scrolling behavior.

Changes:

• Added an 'Auto Scroll' toggle button to SerialMonitor.vue with visual state indicators.
• Implemented autoScroll logic: when enabled, the view automatically scrolls to the bottom as new logs arrive.
• Added the corresponding localization key serial.auto_scroll to en.json.
• Updated Serial Monitor container to use min-h-screen for better visibility.
