Updates the CODEOWNERS file to ensure:
/.github/workflows/is owned by@mdn/engineering/.github/CODEOWNERSis owned by the default code owner and@mdn/engineeringMotivation
Ensures the engineering team has oversight of workflow changes, and CODEOWNERS file modifications across repositories.
