This PR adds a funding manifest URLs file to support the funding.json format standard. The file will be accessible at https://community.mautic.org/.well-known/funding-manifest-urls and points to the funding.json file in the main Mautic repository.

This adds the funding manifest URLs file to support the funding.json format.
It needs to be present at https://community.mautic.org/.well-known/funding-manifest-urls.
This fixes #130.
I've used the 7.x branch which is our current default branch, there's a pending PR which will update the projects to include links to the community portal for the proposals.
