Comco is an MLIR dialect providing higher level machine learning primitives and
a set of incremental lowerings to MLIR's gpu/nvgpu dialects. Comco also
performs basic kernel fusion on tensor and broadcasting operations
(i.e. GEMM + AllReduce).
