Update to the Python-Plugin-Loader:

Minor compilation issues fixed
load_complete hook added
Python function to access plugin resources added
Bukkit version upgraded to LATEST (tested with 1.10.2)
Jython version upgraded to 2.7
Plugin version bumped.
Documentation updated accordingly.
