Fixes #122
This simply disables the functionality that causes errors when exceptions and RTTI are disabled, it more aligns with how my project is expected to work and I thought it better to disable such things then simply lacking the option, would've preferred a way to retain the same functionality without them but I don't believe there is any standard implementation of locale that permits disabling RTTI, exceptions aren't ever caught in the provided usage test code anyway.
