Summary

replace C extension with Rust implementation using magnus 0.7
compile Rust code via rb_sys in extconf
add Cargo project for the extension
update gemspec and Gemfile for rb_sys and rake-compiler

Testing

bundle exec rake compile
bundle exec rspec
