It wasn't installing correctly as the 'pypifi' package did not actually get installed.
Presumably because of move from 2to3

Thanks very much for making this repository - I was looking around for some pipes and filters examples and this one was really clear! I wanted to have a play around with it so have updated it to python 3.
I also had a bit of trouble getting the test/test.py script working so I made some tweaks to setup.py which seemed to have fixed it.
