This pull request makes a small change to the GitHub Actions workflow by commenting out the step that checks notebooks. As a result, the publish job no longer depends on the notebook check.
check_notebooksjob in.github/workflows/build_and_publish.ymlis commented out, and thepublishjob's dependencies are updated to removecheck_notebooks.
