Added a config parameter keepOptionsDetailsOpen as a checkbox (default to false).

Modified the bookmark form to have the details panel open by default if the configuration checkbox is checked.

Fixes #linkwarden/linkwarden/issues/1124

Hey just had a look at this, the problem with this is having this checkbox right under the password input in the configuration page will be misleading, especially for new users.
I think it's better if we could add a new gear icon beside the "config" option that leads to the settings page. Then we could have all the preference options over there...

Hello there!
I've recently started using Linkwarden and I'm curious whether this feature is still under development. I'm really pleased to see it!

Instead of creating a new settings page with just three options, why not simply add a new title? If additional configurations are required later, you could always transfer everything to the settings page.

(Excuse my basic image editing skills, I did it quickly and simply, but that's kind of what I was thinking.)
