Fixed EnableHDR being the wrong value in shaders
Fixed D3D11/D3D12 scanlines being different to Vulkans
Optimised Vulkan scanlines to be the same as D3D11/D3D12
Deleted the 'high risk' changes in Vulkan that were commented out as Vulkan seems to be working for the majority of users who have tested it

Hmm I'm not sure this is what I wanted - I thought I was doing a new pull request from a new branch but it seems to have gotten my old pull request and appended it somehow. The code is correct though so there's that.
