Some distros provide llamacpp binaries in their repositories. Users may want to use these instead of downloading a full stack.

Some distros provide llamacpp binaries in their repositories. Users
may want to use these instead of downloading a full stack.

Check $PATH first to see if a system llamacpp is available.  Use
that as first choice as a user went out of their way to install it.

If the user wants to choose an explicit backend, then download an
artifact that supports their asks.

I validated this branch on Ubuntu 26.04 with the inbox llama.cpp and it's GGML HIP backend. I also confirmed that removing it the artifact gets downloaded instead.
