Update PROGRESS subroutine call

Previously, building with the most recent version of PROGRESS resulted in an error:

Error: Missing actual argument for argument ‘err’ at (1)

This occurred since an extra error flag argument was added to the respective function in this PROGRESS commit.

This PR adds the necessary variable and hooks it into LATTE's EXISTERROR, allowing a full BML-PROGRESS-LATTE build with the most recent versions of each library (rather than requiring an old PROGRESS version to build LATTE successfully).
