I think we'd prefer to add this to the existing "create run" endpoints, otherwise we'll need to create multiple resume endpoints, for stream, wait, create variants

The operation is not "create" it's an update operation on a run.

I can add it to the POST /threads/{thread_id}/runs/{run_id} if that's acceptable to you.
