Final Testing Changes

This change:

• Moves API tests out of the unit tests folder
• Make the tests running in the pipeline match the tests running in the pre-commit hook
• Add pre-commit hook and unit test verifying that the code in interpretation_parallel.py matches interpretation.py
• Clean up Makefile and contributing.md
• Remove debug scripts and random print statements
• Show scripts folder in api docs
• Other minor test and test formatting updates (including consolidating many of the functional test files)
