lock feature gate VolumeAttributesClass
Mark the HonorPVReclaimPolicy feature gate as removed in v1.36. This feature gate was locked and enabled since v1.33. Ref: kubernetes/kubernetes#135335

Updates documentation to reflect ImageVolume graduation to GA in v1.36. Changes: - Add GA (stable) stage starting from v1.36 to feature gate metadata - Remove prerequisite about enabling the feature gate (no longer needed for GA) The feature-state shortcode will automatically update to show GA status.
