Cinnamon 6.4.0 includes a completely revamped theme: linuxmint/cinnamon#12364
It was reworked to be written in SCSS itself, so there is no
cinnamon.cssupstream any longer. This PR imports the new theme copied from my machine (using Cinnamon 6.4.1-1).There seem to have been lots of other changes, so this theme will have to be adapted accordingly.
